Well, i've been sharing my account with about five friends, and no account has been banned, even if I by accident log onto a server they are on as well. And although I could see Valve concerned that people were using seperate accounts, a good majority of those individuals will eventually go out and get their own to play with their friends, or else they would not buy it at all. It's a win-win situation for all of us.

you can share accounts but you cant log in on the same account at once.
