Why doesn't the CS server work?

Why is no one ever on the CS server. Its been a while sense i'ved tried to get on, because no one is ever on!

I'm new to CSS, I added the ip address of the server, but nothing happens. Can someone give me a ip address that they know works just incase i got the wrong one. Also, I am wondering why everytime i connect to a server it downloads new sounds?

Each server have their own desired sound clips, and therefore if you haven't played on that map/server before, you have to download them..

I've tried to join the cs server a lot of times, but it's always been down for me.

Yeah, it's been on "not responding" for a while now...

Maybe it was a CS server not a CSS server. Check to make sure it is source because you can't long on on a CS server.
