Internet disabled on one account?

Hi, I have a friend (Mark) who has a brother (Brian) who got a new computer. Brian made an account for Mark, but has disabled Internet completely on Mark's account (As in, IE, Firefox, AIM and everything else that uses the internet can no longer connect) Brian however can use the internet. Can anyone tell me how this is done, and how it can be disabled so that Mark can also use the internet?

The computer has Norton Internet Security, and Mark's screen is saying it has a "Limited or no connection."

Maybe one needs a pw to access it. Or, maybe you set it to the Admins privleges.
