windows 98 se boot up and shut down screen customizations

hello.. i'm running windows 98se and i want to change my boot up screen (and possibly my shut down screen if it can be done)to a newer os.. (example: me, 2000) if anyone can help me out it would be greatly appreciated.. also any idea on how to make windows 98 se look like me, 2000 any ideas would be nice, thanks
