They're just arranged in similarity, gaming, etc..

There you go! First row is system icons, second and third rows are games, fourth row is Internet applications, fifth is multimedia applications, sixth is Microsoft Office shortcuts, seventh is benchmarking utilities, and eighth is miscellaneous like antivirus and the recycling bin (Have you ever noticed how Mac's call it "Trash" and Windows "Recycling Bin"? Just another reason to use Windows, more environmentally safe! ).
