The only thing I decided on so far is a AMD 3800+ X2

My budget it 1500~1750, cheaper is better of course.

If anyone could give me recommendations on a motherboard, monitor, GPU, HDD, ect. that would be awesome.

did he say he needed an LCD? And ABIT mobos are going downhill right now. Dont get them, dont even get their fatality line. They had their time to shine (back with they still made the NF7-S) but now its really going downhill. Their BIOS is lacking, stability is an issue, customer service is below average. I wouldnt deal with them. I would get 2GB of RAM instead. A GT is good but a GTX is nice to have.
 
I don't think he would want a CRT after looking at that. LCD is the way to go these days. They improved so much. Plus, it's a space saver, energy saver, pleasant on the eyes.

That Abit may not be the flashiest motherboard around, but it sure is rock solid. Very stable and all that he needs to run a gaming system or whatever. If you have more money in your budget, get a 7800GTX. I was careful not to get too carried away. It's not SLi, but that can be changed if you want that SLi support. I'll just have to dig up another motherboard. You'll also need a power supply too:
