XP PC's can't find each other

I have an HP dv4000 and I'm trying to Network it w/ an eMachines T5010. I have it hooked up w/ a crossover cable. The HP will somtimes find the emachines, but the emachines can't find the HP. I tried playing a game over the network and it worked fine. It's just a problem when in windows. The only way that My hp can find the other pc is when I type in the IP address, I can't find it by typing in the computer name. The first time i networked both of these PCs they worked fine. after i tried it again 1 week later the problem came up. I tried hooking the HP up to a windows 98 se pc and it found the hp w/ no problem. The IP address of my HP is 192.168.1.1, the emachines is 192.168.1.8. Subnet mask on both are 255.255.255.0.

I worked on this for several hours with no solution, I can't figure this out. I disabled the firewalls on both comps too

Is the domain name the same?

is windows firewall on?
if it is trun it off and any other firewalls and try agin
oh yah is SP2 installed?
