Power issue

I can't figure why, but....when I plug my primary computer with everything I have, my S-Vidoe has like a high power and when I touch the metal rim, I recieve a huge discharge. When I hit the computer's back panel with it, I see a small electric spark and the Surge light comes on. Do you know where is the problem?

No idea, just cover it in electrial tape... its not like that would hurt anything..
