What did I screw up this time?

I took the heatsink off my brother's computer and put it back on, now it won't turn on. It's acting like it's not getting any power, but it is. What do I do? Dell, Celeron.
 
I had the exact same problem, U know the black ring you press the heatsink into, have you changed that OR the atcuali heatsink itself?
 
hahaha... NEVER EVER EVER REUSE thermal paste. never. You could permanently demage the cpu. Wipe off the old stuff with 99% isopropyl alcohol and apply a fresh new layer with a drop of thermal paste the size of a tear drop and spread it over the cpu.
 
I didn't change anything and it doesn't even look like thermal paste, it looks like a very shiny layer of aluminum foil on the bottom of the heatsink, about an inch bigger on all sides than the processor with the processor's outline pressed into it. Everything is completely secure.
 
In lots of words: there's no way to screw that up. It'll only go one way, I tried the other.
