Please, please help- USB adapter card won't work!!

Hi, all- I just purchased an Adaptec USB adapter card for my notebook. When I insert it into the slot, nothing happens. No hardware wizard pops up, nothing. When I first bought it, it seemed to work fine, then mysteriously stopped working!! Could it be a USB driver conflict? I even did a clean install of Windows XP, but that didn't help!! Any suggestions? I'd love some help on this!!
