help with a video card and maybe underpowered power supply

Get a better psu. There isn't any point in getting a good card with poor psu, it will limit the efficiency and cause huge stress on the psu. Get something like 450W, they ain't too expensive.

or 350 is fine.. when you dont have enough power for the gpu, the computer usually wont even boot up.

well 350 will be fine, but I'd get a bigger one because the difference in price is very low and then if u need to upgrade again u don't have to worry about the psu.
