ok so 2k and xp as OS's, but wat hardware should i use (i know absolutely nothing about building computer :( )

Ubuntu Linux is a completely free Linux distro that can fit on to just 1 CD, so I'd recommend giving that a go first, before you spend on a Windows OS.

And you could build yourself a laptop if you wanted. www.laptoplogic.com is an awesome site. Has a guide on how to build a laptop and what components you should choose etc.
 
That list above I made out is probably less than what you intended, but that gives you room to upgrade if you wish. Maybe a faster CPU or video card. The X-Fi sound cards are nice, but you need a nice set of speaker system to take advantage of it. Oh, you also need a new case with power supply too.

*Suggestion1: For a video card if you want excellent quality, i would suggest cutting back on some things, to get a nVIDIA 78000gtx
*Suggestion2: The ram is could be upraded which may not nessicarly mean a cost increase and i do not suggest getting more than 2gigs.
*Suggestion3:You may need extra fans, and maybe ram heatsinks, or a cpu heatsink

The reason I'm not giving prices or exact links is that this should be YOUR PC, not just a spec which someone else who you don't know has made up and you liked the look of. Do some research mate, and BTW I thouroghly recommend AMD. Some questions to ask yourself:

SLI or not?
Dual Core or not?
Overclocking or not?
nVidia or ATi?
Cheap or expensive motherboard?
Stock HSF or a different one?
7-series or 18-series?
6 series or X8 series?
SATA, SATA 2 or IDE?
 
alright, so lets start from where i left off.

1. acphenom, if i felt that i had the potential for making a laptop w/out screwing up royaly i might consider it, however my trust level for myself can be measured in inches. :D

2. treehugger, your my hero, thanks so much, but im not saying thats what im going with, but its a really good start

3. some key points, my top prioritys for my computer in order are
1. i want to be able to surf the net fast. i know that it depends on more than just my comp.
2. i want to be able to run alot of programs at once.
3. i wanna be able to play good games on full graphics.
4. i need windows OS for my basic school program needs.


4. prosser, i really wanna learn what im doin with hardware but i dont know where to learn and those questions you gave me e.g. SLI, Duel core, overclocking... i dont know what any of that means.... i hate my life...
 
This is weird. If you don't like any of the parts mentioned above from any of the members, then there's nothing left but cheaper budget parts, lol. We mentioned a lot of good stuff in here, but doesn't seem to interest you. Oh well...
