I always thought it did because it is scanning the drive almost all the time for internal errors, by doing some sort of thing... So I just imagined it as some sort of Antivirus scan thats always scanning.
It wouldn't slow down I guess if the hard drive was built with a buffer to handle this scanning or watching thing, as I guess all it looks at is power coming in, and data written to what regions, etc
