cpu upgrade to sse2?

To put it in simple terms, it provides performance enhancements when running software such as MPEG-2, MP3, 3D graphics, etc., etc...
 
Yeah, just technical mumbo-jumbo. SSE isn't a software based thing, so you'll have to buy a new processor that comes with SSE2.
 
Yes, basically, it improves performance in applications which benefit from it.

I have an Athlon 1.1GHz which runs fast, even when running Windows Movie Maker and videos, so if this is the sort of things you do, there is nothing to worry about.
