or speakers? If so, try moving them away from the monitor and see if the flickers dissapear. Maybe be the cause of EMI. SOmetime, large generator nearby, AC unit, stereo systems close by may affect it too.
 
maybe you need to Degauss your monitor? there should be a menu on your monitor and just look for the "degauss" option.
 
Degaussing a computer monitor clears electromagnetic buildup from the screen. Although it is hardly ever necessary, degaussing can sometimes slightly improve picture quality. When you turn off the monitor, it will naturally do that too.

yeah, some monitors deguass everytime you turn them on. The earth's magnetic field can cause that too, although it doesn't happen that much....I'd at least try it to see if it helps you, if not, you might want to borrow another monitor and hook it up to see if it's the monitor or the video card that is bad.
