how to use command prompt

i wanted to get my moms p.c to connect automaticaly to the internet when she switches it on. i have looked few a few sites and have found that this command prompt will make the p.c connect at start up.
Rasdial <connectoid> "username" "password"

however i need to know how i should enter the command prompt?
do i just type in the above command and hit the enter button?

she has xp running, through a speedtouch usb modem.
every time she switches on, she has to click it to connect to the internet!
also, she is on broadband, but her connection shows up as dial up??

To get to the Command Prompt, go to Run... in the Start Menu, and type cmd. Also, to get the connection started automatically, just put the shortcut in the Startup folder in the Programs menu.

If you're using a RAS / PPPOE connection for Internet, and wish to automatically connect to your ISP at startup, you may use Rasdial utility, built-in with Windows XP.

Usage: Open a Command Prompt window and type:

Rasdial <connectoid> "username" "password"

IF I DO THIS NOTHING HAPPENS!
