Now sorry if this seems like a stupid question but i just wanted to know if you had a motherboard that ran on PC3200 memory will it only work with PC3200 and higher or could i use PC2700?

It will work on all RAM except speeds higher than the destined speed of PC3200, so yes, you could use the PC2700 RAM.

Though, if I were you, I'd try and get some speed PC3200 RAM when you can, as its faster.
One thing to mention though, would be not to mix them, as the faster RAM would simply be slowed down, and might cause instabilities.

Ah alright thanks man i thought it was the other way around, i was just asking because i have some kingston hyper x PC2700 memory and dident want to have to spend $180 for new memory when i get my new board

oh...Yeah... I think it runs the other way too though, as new RAM at a higher speed would get slowed down to PC3200 RAM speed.

Hmm, no, I'm sure it will work. You made me wonder for a minute, but I'm sure thats right.
