Affordable (but decent) video cards

Alright, I think I've found what you're talking about, but I've found a lot of them. What are the differences between all of them, and what makes them less expensive than the ATI ones?

What's the difference between a Sapphire Radeon x800 and an ATI Radeon x800? What makes the ATI one better?
Also, what's the difference between a x700 and an x800?
Finally, what would be better, an ATI Radeon x700 or a Sapphire Radeon x800?
Also, one more line of questions:
What are the advantages to going PCI-E over AGP? Is it a good idea to do that, or would I be better off just going with an AGP card since I can get a better one with my budget?

The ATI is built by ATI, and the Sapphire is built by the company Sapphire, I think the ATI comes with more things built in.
