Computer Rejecting USB

Hey guys, computers acting up, rejecting majority of USB devices. I say 'majority' because it rejects my 64mb USB key, and a few Ipods. However, it accepts my 128mb MP3 USB and a friend's Ipod. It also rejects my Seagate Barracuda 250Gb 7200 8Mb cache Hard Disk which has a housing via IDE to USB. The computer either freezes in windows or it restarts.

Tried a few things such as taking out both the DVD and DVD burner with no luck. Done the formatting recently, and have Windows 2000 Service pack 4 with all critical updates installed.

Funny thing is the USB devices work in Safe Mode

Some other info you guys might need are: AMD Athlon 2000, Asus A7V8X, 512 DDR RAM, Seagate Barracuda 250Gb 7200 8Mb cache Hard Disk (USB), Seagate 80Gb, Quantam Fireball 15Gb, Geforce 4 4200 Ti, Philips 109B4
