The background color changes every month, there's a list out there about which month is which color, just too lazy to find it. But yes.

and yes you can change the background to whatever kind of picture or colour you want...

I have a PSP and the backround on the main menu is purple not blue.

Nope. I heard it changes color once in a while. My friend's PSP changes colors almost every month.
