Looks like it, but it's just a beta for testing which means there are probably lots of bugs and not-yet-working features.

Windows Vista ha sonly been given to around 10000 beta testers originally
It hsa taken 4 years between Windows XP and Windows Vista so far, although a few have already leaked out onto the internet, such as P2P programs and Bittorrent sites
