Ok, I can't exactly figure out what I want, so I thought of asking you, so:
1.Which is better AMD Athlon 64 3200+ Socket 939 -or- 3.0GHz Intel P4 530J Socket 775
2.How do I find out what processor is better(I don't know what to focus on when picking out a processor)
3.Which is better, a socket 939 moterboard or a socket 775 motherboard?

It depends what you wnat to use it for, if you play a lot of games the AMD is better, else go for the intel

Not a lot for a normal user, but for gamers...

I'm a gamer, but I do a lot of other things too, but I do trust Intel more.

I use intel and it performs fine in my games ( I think) but i havent compared it to an AMD, I would go for intel

If u play alot go for amd. It performs better with games. Not that Intel P4 3.0Ghz wouldn't run any current game with the highest settings. I have always used intel and I'm very satisfied with my P4.

If you can afford it, get an Athlon 64 3500+ Venice...
EDIT: And if you pair it with a DFI UT4 ultra D mobo, then you're gaming...

why not go for a 6xx P4 instead. Out of the two CPU's I reckon it would be the best bet.
