help me jazz up my desktop

Those things, like windowsblinds, REALLY slow down your computer. Because, think about it, every window that opens, takes longer because that program has to skin it.

Best way to Zazz up you Desktop, and the least power hungry, would just be to get a nice Desktop Wallpaper. As Marx said, they are power hungry and slow boot up.

Windowblinds is a good program as MarxSoccer suggested, about the only program which lets you skin your whole computer in one go if you download skins of wincustomize.com
Ammorsang has some good suggestions, i especially like objectdock
