Does anyone know what this means please?

"we suggest alerting your Internet Service Provider (ISP) that a proxy is failing to accept cookies on HTTP redirects"

I dont no much about proxys just yet, so is this a that big problem?
I have a feeling it is tho, just dont no

actually the issue arises from someone trying to hide their web surfing behind an unknown proxy server...

To stop the spred of spam and spammers that hide behind proxy servers the websites are starting to refuse anyone that tries to enter their sites that can't have cookies installed to the computer to verify that you are real yourself and not a web bot.
