No one owns the net per se. It is just that the US has the control of the base servers through an international business aliance. These base servers direct the flow of trafic and control the issuance of domain names so that there is not a copy cat domain name so to speak. Most countries have their own internet through the use of domains such as .uk and .aus and .fr and the likes. The deal is that the domain names and such are closely controlled and compared to official domain lists that are controlled by the US commerce dept. This insures that multiple listings of the same domain cannot be created.
