AI system?

hey all I was bored and I had a theory, is it possible to create a program that will convert your system to a AI system? I know its possible but what will it consist of. I am only 13 so if this sounds weird dont blame me, but I know C++ so can anyone give some ideas?

An AI system? You mean one that would understand commands like voice, keyboard commands to start programs off, etc?
