I think you misunderstand. IP ban won't work because if he resets his connection he can obtain a new IP.

we'd have to ban all IPs from his service provider to ban just him...

I don't think that's going to happen any time soon, could you imagine if David banned all BT customers in britain because of one spam merchant?

they won't ban/filter certain sites for just one conection at a time, it's up to the site owner to ban individuals
