No you wont get to 4ghz with that and when you overclock either get some more fans or invest in a water cooling kit, much, much more efficient.
 
Are you crazy, there is no way you can get it to 4ghz with that kind of temperture.. I overclock my computer from 2.7ghz to 2.9, and the freaking computer wouldn't even turn on..
 
You can reach 5GHz if you want.. Its called Electro Hydro Phase change cooling... and it works like a dream. However, if you want AIR cooling that is VASTLY superior to other coolers, then I will provide links to both.

This Zalman cooler is PURE COPPER, and uses a GIANT 120mm fan to directly cool the processor. Expect temps of around 35-55C full load. :D Overclock till you puke!
