you can get win 98 discs in places like thrift shops, garage sales, or maybe one of your friends or family has one. you may have to do some searching

win 98 restore disc would be something you would get with a retail computer, with the computers brand name on it.

It can be used to install the whole OS, but only on this specifical computer and with bundle software included (no choice)...

98 has become a budget system, because it runs on low memory (not like more than 512 of RAM), and you can work with low end processors.
On the other hand, it's no good for photo or video editing, for the same reason of the RAM, and it has many drawbacks compared to XP...
