Formatting issues.

I am simply trying to format my pc.

No problem right? I've done this before.

It won't let me though. I right click on the C drive, and hit format, and go to start it, but this error message keeps coming up:

"Windows cannot format this drive. Quit any disk utilities or other programs that are using this drive, and make sure no window is displaying the contents of the drive. Then try formatting again."

I have shut down every program that xp enable you to, and still no go. I am not "displaying the contents of the drive," and I have ran adware, ran nortan to fix any problems, and I still can't get it to work. I even booted the computer in safe mode, and it gave me the same message.

Does anybody have any clue as to help with me this?

Two hours have gone by since trying and I am pulling hair out already.
 
xp format...

Sorry I have been busy. You can not format any os drive as long as the os is running. You have to boot to a floppy or cd. A win98se floppy or the xp cd itself will have what you need.
 
Reboot your computer with the Win XP in the cd drive, hit any key when it prompts you to. Then follow the instructions carefully to format and install Win XP.
