Direct Audio Stream

I live on the coast but my dad lives inland, here on the coast we use VHF Marine Radios to communicate between boats and houses and other boats, but the range on these radios is only 60 miles and my dad lives more than 100 miles inland so he can not here them. People use these radios to communicate with locals about where others are catching fish and they are fun to listen to. Is there any free way to create an (like 20kbs) audio stream from my Microphone port on my PC to my Dads PC on the web so that it is live?
