Yes it might (though only the higher spec cards. Mid range like the 6600GT will stay about the same) and I don't see how you can get cheaper really

GeforcebOY, yes it does support shader model 3.0 adn will make games look more realistic, if the game itself supports it, so this in Direct X terms is Direct X-9c, the latest Direct X to run games, so your bound to get some extra effects with this card, and plus, your going to get way more effects in games than you have previously anyway
