Might be noting though, that if you get a Pentium 4 running at 30-35 degrees C, you know you've done well with the cooling system A Pentium 4 temp is more like 40-50 though AMDs are around 30-40 usually. It is true though, unless the Pentium gets to 70 or so degrees, you won't see performance problems.
