Hosting Game Servers

I was interested in hosting game servers for Quake 3. I am not very computer savy and for a server I think that the only things that make a multiplayer server fast are connection speed and RAM. Please correct me if I am wrong. I would also like to know a good ISP that allows server hosting. Thanks.
