most good motherboards come with good quality sound on board. eg mine came with 8 channel - cany really complain. whichever mainboard you buy (around $100 in your estimate) get one with sound, just pick some decent speakers. get a named brand cheap speakers are normally a pretty bad idea
have a look around and you'll find one that does, post it up on here and ask what people think of the bus speeds etc. we'll point ya in right direction
