Fan speed varying....

Lately I can hear the cooling fan in my PC slow down dramatically for a few seconds, then return to normal. It doesn't feel like a power issue as nothing else fades. Could it be trying to tell me something? Can a non-techie change out a fan? Where to get a new one? Thanks.
 
Fans are very easy to change out. However could your fan have variable speed and perhaps adjusting RPMs to temperature in your case?

Are we talking about a case fan or a cpu fan? Irregardless, they can easily be changed by anyone. However, if it is your CPU fan you are looking to replace then you will more than likely be looking to replace the heatsink as well and in that case I would like to suggest picking up a tube of Artic Silver thermal compound as well. It's all simple. Thermaltake and Zalman are my favorites when it comes to cooling. Just make sure you pick out the right heatsink/cpu fan for the type of mobo/cpu.
