I don't think he meant it like that, I think he meant as in like, not only is it 512mb, but it's only pc-2700, instead of pc-3200.

The computer will run those games fine. Whoever said you should have 512MB of RAM for CSS is mistaken, the game isn't that heavy and he'll easily be able to play it on nice settings (With a lot of the settings switched to high) if he wanted to, it's not that intense a game. Seriously. If the RAM is PC3200 you're good to go.
