deleted perminently?

just wondering if windows will perminently delete anything too big for the recycle bin or if it retags it and still takes up the drive space? Any help would be greatly appreciated. Thanks.
 
any file that is too big will automatically be deleted by the recycle bin, the next time you reboot, windows will take this in concideration, and adjust the volume so you won't lose hhd space.
