It wasn't, two World Wars does that to a vast Empire based on Trade Not only that; but after the War the sort of rebuilding America, Germany, Russia, Japan needed to get its economy up and growing Britain and France did not need. They did not rebuild after World War 1, has they it would have been interesting.

The US Navy would never have happened It would not really have to deal with germany without having sparked distrust with the Arms race and without the loss of European Trade because they couldn't afford it after World War 1 Japan may not have attacked China - even if it had its hardly a World War and Britain could have stopped it easily. The British afterall told the Americans about the attack on Pearl Harbour; and the Radar told the Americans about the attack.

80% was a mid range number allowing for at least half of the power of America at the time and the full power of Britain at the time as a percentage. 60% plus 20%+ afterall is sometimes, at least here 80%+. Maybe its something different in California.
