Just bought a new cooler...Comments? (runs at over 60 celcius)

Ok my newly built comp has been running at over 60 degrees celcius even at idle, which is about 141 farenheit. I decided i really needed a new cooler. The one i had was just a standard coolermaster metal thing:

So i noticed another on ebay, which is an Arctic Copper that can be used on a warmer processor than the old one could. I figured this one would surely be better than this thing 've got now so i decided to buy it...(only £8)

Oh...I've seen reviews on that. It runs really quiet, but the performance sucks. I would recommend Zalman.
 
Well 40degrees celcius isnt bad u know, thats wat i was gettin wen my system was workin!!
 
Yeh but my mate's comp has a pentium4 which he's overclocked to 3ghz, and it runs at 15 celcius, with a stock cooler!
What i wanted to know is will it be better than that junk i had before...as long as its lower than 40 cus 40 is seems to hot...especially when i have 8 fans on my case, arctic silver 5 paste on the core, and i haven't overclocked...
 
wat, thats unreal!!! 15c does he have the thing outside or summat or has his case got 24 fans!!
 
Ok well maybe...but i dont see why mine is at over 60 when i have 8 fans on my case and i've put some arctic silver 5 on the core...i haven't overclocked or anything either..
