Welcoming Message For When You Boot Up

I know that this is a really random question but, how would I make a welcoming message come up each time I turn on my computer? Would I be able to do it with a Batch file? If so, how could I code it? I want it to say something like welcome and the date and time is...etc...

Windows XP...

I get bored really easily and thought that it would be cool to have that...there isn't really any purpose

well you could always change the boot screen but I don't know how you would make it state the date and time
