CD ROM drive doesn't work

I have an old Windows 95 computer that someone gave to me, but I hooked up the Cd drive and the Hard drive wouldn't spin, unless I unhooked the ribbon wire from the CD drive. Does any one know how to fix this, and no I don't have a driver for the CD drive, but I don't even think you need one.

you probaly have them both set as master or slave, set the harddrive as master and the cdrom as slave using the pins in the back like so:

also the computer may be so old that the powersupply may not be strong enough to run them both at once
