is this a copied game? cuz if it is, it won't work if your trying to install it cuz that's the copy protection that's preventing you from doing so.

if it is not, then either your cd drive needs to be cleaned using a cd cleaner or the Cd itself is dirty, clean it off gently by rubbing from the center out towards the rim.
 
By 64 bit is if you have an AMD with the 64 bit version of XP Pro.
Don't remove service pack 2 because you can't install a game!.
You say when {{you hit the install.exe icon}}; normally when you install a game from a CD, the game logo kicks in and then you are prompted to install it.
The way you are saying it is like if you went in your windows explorer and under the D drive, you got all the files and there you saw the install.exe, unfortunately not all installations work this way. Go in your windows explorer and right clic on your D drive and then properties and Autoplay. Make sure the auto play is activated. You can also try you other cdrom if you have 2.
 
i kept gettin same thing up! (different game though)
no matter what i tried i got that
i noticed my cd scratched to helll! so i gave up and put reason down to scratches!
