Overclocking Processor

The problem might be that when you tried to bring it to stock clock, you didn't have the proper voltage for the processor to reach that speed. Try steadily increasing the voltage until windows boots up with 1.2Ghz instead of 0.9ghz.

Is CMOS and Bios same thing?

Not exactly the CMOS Setup is contained within your BIOS.

You need to find jumper 4 on your motherboard and short out pins 1-2 refere to the manual you downloaded it's on page 13
