actually you can use internet explorer and be very safe by installing a few free programs.
spybot
adaware
hjt
spyware blaster
all work great

Hmmm, actually, if this was for permanent data removal, so it couldn't be recovered, I first recommend a sledge hammer, then a magnet, then spray paint, and wala, no more data!! Otherwise, yes, format using FDISK in command prompt. if you have WinXP use the CD and boot from the disk, doing a destructive delete (just in case), then get frigin LINUX GENTOO OR MANDRAKE (or SUSE if you want...!) Ok, and get Firefox 1.0, since it is the best ever, an IE sucks (not to restart that discussion again however...) GL!

if its a western didgital hard drive you can go out and shoot it with a shotgun liek my adam's stepbro did! have fun!
