Changing BIOS to boot from CD-ROM is not relevant here, since you're not wanting to boot from the CD.
Use startup floppy and enable CD-ROM support like you did before. Remember, the Win 98 startup disk creates a temporary 'RAM drive' in memory and gives it a drive letter. This means the CD-ROM letter now one letter forward to what it was when Windows is running (for example, if it was 'D' in Windows, it will now be 'E' in DOS when a startup floppy is used). So it may be you just used the wrong drive letter for setup.exe ? If, however, you were using the correct drive-letter, CDR101 points to a defective CD-ROM drive or damaged CD. While you have CD-ROM support, put another data CD in and at the DOS prompt type DIR and press enter. If you see a list of files/folders, that proves the drive is ok. If you still get error CDR101, then drive is definitely faulty.
