Internet Dialup via Laptop w/ NORTEL?

I'm not a tech-person, so forgive me...

I work in a building that has the NORTEL phone system. I'm not sure what kind of network the phone lines go through. We have to hit 9 twice to be able to make phone calls outside the building.

We use the NORSTAR phones.

I am trying to plug the phone line into my laptop computer and dial-up my personal internet connection. I tried configuring my laptop to dial 9 twice before dialing the ISP phone number, but I get a "no dial tone" error. I hooked the phone and laptop together to the phone jack (via one of those dual phone jack adapters) and tried a few different ways to dialing that way--hitting 9 9 on the phone and then trying to get the modem to connect. No luck at all.

Any help would be greatly appreciated. Any way to plug my laptop into this NORTEL phone system they've got in the building and "call" my ISP? Thanks.
