Well it turns out it had to do with some winsocket files that were missing on my computer unabling me to reset the computer.. and i called my ISP and asked them and they said call your manufacturer and i cant call my self .. so i just copied the winsocket files from this computer to that one and now it works but thank you for your time and effort on trying to help me figure it out anyways.. sorry
