Why other computers can't see my web page

I am trying to have my own web site, I installed IIS on my XP Pro system, I put a index.html page in the wwwroot folder. When I typed http://localhost/index.html, the page shows up, but when I try to type my computer's IP address http://192.162.1.100/index.html on my roommate's computer, it just can't find the page. I am not sure is that because of the router? Cause my computer use a router to connect the Internet, if it is the router make the problem, how can I resolve this problem? Thank you

maybe that isn't your ip address... try this: www.whatismyip.com

I am not sure, I typed "ipconfig" in the DOS command and it shows me that is my IP address

when you type "ipconfig", the ip address it gives you is your local ip number

but when I use the IP address http://www.whatismyip.com gives to me, "24.102.57.162". I typed http://24.102.57.162/index.htm, it just can't find the page, when I use http://192.168.1.100/index.htm, this page shows up

Is your roommate's computer on the same network as yours?

yes, actually when I use his computer vist http://www.whatismyip.com, it gives me the same ip address as my computer.

k make sure you type http://192.168.1.100 not http://192.162.1.100

I am sorry this is just my type mistake, but I think this is not my point. My point is after I installed IIS on my computer and put index.htm file inside the wwwroot file. When I use http://localhost/index.htm or http://myIPaddress/index.htm, the context of the web page shows up, but when I use my friend's computer and entered http://myIPaddress/index.htm can't find the page, I just don't know how to fix it.
