CPU Fan Question

My original cpu temprature was 55C while idle, and the stock fan was 2500 rpms i bought the Volcano 10+ Thermal take heatsink, thinking that the fan will run 4800 rpm as it says but when I connect it to the mother board it keeps the fan speed at 2500 rpm, also. I think the mobo is controlling it, and i cant seem to find a way to control it in bios, any suggestions on how to make it 4800 rpm.
 
when the computer starts up, press the delete key not the backspace but delete key and u can setup some stuff there, not sure about ur mobo controlling stuff, buuuut iono u shud check it out just incase, and more RPM = louder and not decisserily cooler..... cuz the best fan, which is a zalman somethign only goes about 2500 and its silent and keeps it really cool
 
Yea, I got it to 4000 rp,ms and it is doing a diff when it was at 2500 rpms the cpu ran at 55 C not its at 33 C after i play DOom 3.
